? / FAQ & Guidance

Do I Need Fire Cover?

Plain-English answers to the questions event organisers, landowners and licensees most often ask — referencing The Purple Guide and current UK fire safety legislation.

The Purple Guide

Chapter 17 — Fire Safety. The industry reference for outdoor events.

UK Legislation

Regulatory Reform (Fire Safety) Order 2005, HSWA 1974, MHSWR 1999, Licensing Act 2003.

Do I need fire cover at my event?+
In most cases, yes. Under the Regulatory Reform (Fire Safety) Order 2005, the event organiser is the 'responsible person' and has a legal duty to assess fire risk and put proportionate measures in place to protect attendees, staff and contractors. The Purple Guide to Health, Safety and Welfare at Music and Other Events — the industry reference used by local authorities, SAGs and licensing teams — recommends that outdoor events provide a documented fire risk assessment, suitable extinguishers, fire points, marked escape routes and, where risk justifies it, a dedicated on-site fire and rescue resource. If your event involves camping, generators, catering, fuel storage, pyrotechnics, hot works, large crowds or remote/rural sites, on-site fire cover is strongly recommended and may be required by your local Safety Advisory Group (SAG) or licensing authority.
What does the Purple Guide say about on-site fire response?+
Chapter 17 of The Purple Guide (Fire Safety) sets out that organisers should plan for prevention, detection, warning, evacuation and firefighting. It recommends fire points spaced so no person has to travel an unreasonable distance to reach an extinguisher (typically 30m on open ground), trained stewards able to use first-attack equipment, clearly signed escape routes, and — for higher-risk events — a dedicated fire response capability on site to deal with incidents before the statutory Fire & Rescue Service arrives. Our cover is designed around these recommendations.
What law applies to fire safety at events?+
Key UK legislation includes: the Regulatory Reform (Fire Safety) Order 2005 (responsible person duty, risk assessment, suitable equipment), the Health and Safety at Work etc. Act 1974 (general duty of care to employees and the public), the Management of Regulations 1999 (suitable and sufficient risk assessments) and the Licensing Act 2003 (public safety as a licensing objective). Local authorities and Safety Advisory Groups apply these alongside Purple Guide recommendations when reviewing event safety plans.
How many extinguishers and fire points do I need?+
It depends on site size, layout and risk. As a working benchmark, fire points should be located so no person travels more than ~30m to reach one, plus dedicated cover at higher-risk locations: catering, generators, fuel/LPG stores, pyro positions, hot works, marquees, and within camping areas (recommended ~1 extinguisher per 10 pitches). We'll review your site map and propose a plan as part of your quote.
Is FESTAR part of the Fire and Rescue Service?+
No. We are an independent event fire and safety service. We provide on-site prevention, fire watch, first-attack suppression, scene safety and basic medical support, and we liaise with and escalate to the statutory Fire & Rescue Service when required. We do not undertake structural firefighting or breathing apparatus operations.
What's included with a fire safety point?+
Each fire point includes a high-visibility stand, signage, a 9L water extinguisher, a 6kg dry powder or CO₂ extinguisher, a fire blanket and a 'What to do in case of fire' instruction card. Delivery, on-site placement and end-of-event collection are included.
Do you cover camping areas overnight?+
Yes. Where camping is on site we recommend overnight fire watch presence, additional fire points across the camping footprint, clear access routes for emergency vehicles, and a documented policy on open fires, BBQs and gas. Our quote can include overnight cover and stewarding support.
How far in advance should I book?+
As early as possible — ideally once your event is confirmed. We can usually accommodate shorter-notice bookings subject to crew and vehicle availability, but early booking ensures your preferred dates and gives time to align with your SAG submission.

The information above is provided as general guidance only and does not constitute legal advice. Always refer to the latest edition of The Purple Guide and consult your local authority, licensing team or Safety Advisory Group for requirements specific to your event.
